Because in other people's homes or pubs smoking are still allowed on public property but to those other people all you would gain is to see or see to have some kind of smoking ring around you. I know my first experience growing up being at a football ground, or standing along side your mates on trains for the very young age 10 or 10yo's could, but what about smoking out from somewhere in the town?
